In the mid 1980's the drowning mortality rate of Arizona's preschoolers ranked FIRST in the nation. Warm weather, long summers, and over 200,000 pools make Arizona prone to water-related incidents. Death was just one outcome of water related incidents. In about 9% of the incidents, the child survived, but with some degree of brain damage.
